Historical Precedents from PNG LNG:
Over a decade after first gas, PNG LNG's benefit-sharing commitments remain largely unfulfilled. The equity for landowners and provincial governments is unresolved-prompting a government review. Despite billions in revenue, Hela Province still ranks lowest in PNG's Human Development Index, and community benefits devolved into coercive "project security" payments that threatened operational stability.

✅ According to the Global LNG Database® (1), TotalEnergies is targeting FID for the 6 MMT/Y Papua LNG project in the fourth quarter of 2026, supported by ongoing efforts to optimize project costs.
