Three LNG Export Projects Racing Toward FID by End-2026

2026 is shaping up to be a pivotal year for global LNG investment. Three major export projects are actively targeting Final Investment Decision before year-end, collectively representing tens of billions of dollars in capital deployment and a significant reshaping of global supply geography.

The US-Iran conflict has added powerful momentum to this trend. By disrupting Qatari supply and casting doubt on the reliability of Middle East LNG, the conflict has strengthened the strategic and commercial case for non-Hormuz supply sources - making projects in Canada, Mozambique, PNG more attractive to buyers and investors than ever before.

Here's a strategic snapshot of each:

✅ LNG Canada Phase 2 - Kitimat, British Columbia
Shell CEO Wael Sawan has stated FID is "likely before the end of this year." The project received an "enhanced investment co-operation" agreement from the Canadian federal and BC provincial governments in May 2026, and joint venture partners have approved hundreds of millions in incremental funding.
Five First Nations now hold an option to invest CAD $1 billion - one of Canada's largest Indigenous ownership stakes in energy infrastructure. Phase 2 would add two trains, bringing total capacity to 30 MMT/Y.

✅ Rovuma LNG Phase 1 - Cabo Delgado, Mozambique
ExxonMobil has reaffirmed its commitment to FID by end-2026, with Mozambique's President publicly engaged in advancing the project. Over $1.1 billion in contracts have already been awarded for upstream equipment and early construction.
The $30-32 billion development would deliver 18.6 MMT/Y across two trains - ExxonMobil's largest single investment globally. The project could add $11.4 billion annually to Mozambique's GDP and support ~151,000 jobs.

✅ Papua LNG - Gulf Province, Papua New Guinea
TotalEnergies announced in September 2026 that all major contractual milestones have been achieved: EPC tendering completed, amended Gas Agreement finalized, and an LNG marketing JV established with Kumul Petroleum.
The project's costs were reduced by nearly $4 billion through design optimization. Operatorship is transferring to ExxonMobil for synergies with PNG LNG. Prime Minister Marape confirmed a 15 December 2026 FID sunset date, with partners striving to reach it earlier.

📜 Strategic Takeaways

1. US-Iran conflict is accelerating non-Middle East supply. The disruption of Qatari exports and the effective closure of the Strait of Hormuz have made supply security a top priority for Asian and European buyers. Projects outside the Middle East are the primary beneficiaries.

2. East Africa and the Eastern Mediterranean are emerging as new supply frontiers. Mozambique and Tanzania are positioning themselves as significant future suppliers to Asian and European markets.

3. Canada is doubling down on LNG as a strategic export. With Phase 2 advancing, Canada is signaling long-term commitment to becoming a reliable supplier to Asia-Pacific, leveraging its proximity advantage and lower-carbon intensity profile.

4. PNG is back on the map. After multiple delays, Papua LNG's streamlined cost structure and ExxonMobil operatorship create a credible path to FID - and a template for future PNG developments.

5. 2026 FID activity remains selective but strategic. Unlike the record-breaking 2025, this year's FIDs are concentrated in projects with strong offtake, government support, and clear cost competitiveness - and increasingly, a geopolitical rationale.

The race to FID is not just about supply - it's about which projects can demonstrate bankability, government alignment, and execution readiness in an increasingly competitive and unpredictable global market.
