ExxonMobil is preparing to take two major LNG projects toward Final Investment Decision in the same quarter - in two different emerging LNG regions.
۩ Rovuma LNG - Mozambique
18.6 MMT/Y
ExxonMobil - Area 4 Delegated Operator
FID targeted in 2026
Start-up anticipated in 2031
The project has already entered an advanced pre-FID phase, including the selection of the midstream EPC contractor and approximately US$1.1 billion of pre-investment contracts.
۩ Papua LNG - Papua New Guinea
5.6 MMT/Y
ExxonMobil - Operator
FID targeted in Q4 2026
Estimated CAPEX: approximately US$14 billion
The project has achieved major commercial and contractual milestones, with close to US$4 billion in cost savings since 2024. Operatorship is transferring from TotalEnergies to ExxonMobil to maximize synergies with the existing PNG LNG project.
Combined potential: ~24.2 MMT/Y but the strategic significance goes beyond the number.
If both projects reach FID in Q4 2026, one LNG company will be moving two major developments toward construction simultaneously - in Mozambique and Papua New Guinea.
Why does this matter?
1. Supply diversification
Mozambique and Papua New Guinea could become increasingly important LNG supply hubs, adding substantial volumes outside the traditional major exporters.
2. ExxonMobil’s operating strategy
The potential simultaneous advancement of Rovuma LNG and Papua LNG highlights ExxonMobil's ability to leverage its existing operating capabilities and infrastructure across two emerging LNG provinces.
3. Asian market implications
Both projects are strategically positioned to serve the growing LNG requirements of Asian markets, potentially adding another significant wave of long-term supply.
4. The LNG value chain
If sanctioned, the projects could generate substantial additional requirements for:
• LNG carriers
• EPC contractors
• LNG equipment
• Project finance
• Long-term LNG contracts
• Portfolio optimization
• Asian LNG buyers
5. A potential new LNG investment cycle
Perhaps the bigger question is not simply whether these two projects reach FID. It is what their sanctioning would tell us about the next generation of LNG investment.
📌 After several years of cost inflation, financing constraints and project delays, are large-scale LNG developments finally entering a new phase of cost discipline, execution optimization and investment commitment?
